Stewart Liff (born October 20, 1951) is an American author and government management consultant known for his work in Human Resources Management and Visual Management. Liff has served in various senior government personnel management positions and as a consultant to government agencies and businesses. He has authored five books, is a frequent conference speaker on human resources management and regular contributing author to government and professional personnel related publications.[1]

Career

Stewart Liff began his government career as a personnel specialist with the Department of Defense in 1974. He then served as Chief of Employee and Labor Relations for the Veterans Health Administration James J. Peters VA Medical Center in the Bronx, NY.[2] In 1981 Liff was appointed to the Veteran’s Administration New York Regional Office where he served as Assistant Director. In 1988 he was appointed Chief of the Veterans’ Benefits Administration’s Human Resources Division where he received the President's Council on Management Improvement Award and the Presidential Rank Award for Meritorious Service.[3] Liff retired from government service in 2006 and authored five books on government employee management, human resources management and data visualization. Liff’s titles are recommended books on leadership in government by various government management associations.[4] He has served as a consultant to more than a dozen U.S., state and local government agencies including the U.S. Department of Labor, U.S. Department of Defense, The World Bank, Port of Los Angeles and the State Government of Georgia.[5] Liff is a regular contributing columnist to OhMyGov! – Exposing Government’s Wonders & Blunders.[6]

In 2011 Stewart Liff's consulting contract with the Department of Labor was reviewed as part of an investigated associated with allegations that Assistant Secretary Ray Jefferson violated federal procurement rules. The Inspector General's report investigated allegations by Department of Labor employees and government contractors that Jefferson violated procurement policies associated with directing VETS employees into awarding contracts, including contracts with Liff. According to the Washington Post, Jefferson denied giving any special treatment for Liff, telling investigators that he believed Liff could help transform the culture at VETS and no subsequent finding of wrongdoing was determined from the investigation. Jefferson resigned from his position as Assistant Secretary at the Department of Labor in July 2011.[7] In a separate response, Liff asserted he received no special treatment and conformed to all government contracting requirements and work performance.[8]
